Who cannot be a Welfare Officer?

There is nothing prohibiting someone who holds a coach qualification from taking on the Welfare Officer role, however they must not be part of the coaching team or undertaking any coaching at that venue. 

The Welfare Officer cannot also be related to a member of the coaching team (for example, their spouse).
